Meet our Board of Directors

Dr. Gabriella van Breda
Executive Director, TNIU President, Senior Pastor Bellevue Church, Chaplain - Marketplace Chaplains.
Dr. Gabriella van Breda is the Executive Director of World Impact Network the non-profit organization from which TNIU was born. She currently serves as the Co-founder and President of TNIU. Together with her husband Peter she has served as senior Pastor of Bellevue Church for over 25 years. An ordained Foursquare minister, Dr. van Breda served as divisional superintendent for the Seattle District of Churches for eight years. She also served in various capacities on the board of the Foursquare Foundation.
Dr. van Breda spent the first 40 years of her life living and working in Africa. More than 34 years ago, she and her husband started their first church in Johannesburg; they went on to found Calvary Christian College, one of the first multiracial schools in South Africa. With a passion for Africa, Dr. van Breda has worked in many squatter settlements and together with her husband Peter pioneered bible schools around Africa. Dr. van Breda has also worked extensively in Uganda and Kenya delivering informal leadership and community-based education to pastoral, community, business and political leaders. She holds diploma’s from Rhema Bible Training Center in Johannesburg, Fill the Gap Ministries in Lafayette, Louisiana, a master’s degree in Inter-cultural studies from Hope International University, CA.
She spent eight years doing PhD
research at the Oxford Center for Mission Studies in the UK. Her doctorate from George Fox University, Portland focuses on the influence of holistic reflection on transforming pastoral
leadership practices. Dr. van Breda and her husband have worked in partnership with several American accredited universities to deliver much needed education to Christian leaders in the emerging world. Dr. van Breda has presented papers at various conferences, most recently at the Society for Pentecostal Studies conference at Vanguard University. Her doctoral dissertation and paper can be viewed on Academia.edu.

Dr. Peter van Breda

The first forty years of Peter’s life were spent in South Africa, where he trained and worked as an Accountant and later as the owner and CEO of an engineering company. In 1978, working with the founding pastor and a group of twelve people, he and his wife Gabriella pioneered a church that today is one of the largest in South Africa.
In 1984 they pioneered a second church. They also founded one of the first multi-racial Christian schools in 1986. In addition to the church responsibilities, in 1989 he was appointed as Africa Director for World Missionary Assistance. In 1993 Peter was appointed the Executive Director of the organization. He also served on the board of the Canadian organization. As Executive Director he was responsible for setting up and teaching leadership seminars in many developing nations and has traveled to numerous countries teaching.
In 1996 Peter and Gabriella established a 501(3c) non-profit humanitarian aid and leadership development organization, “World Impact Network”, which currently works locally and in developing nations. In 2017 he and Gabriella started The New International University which offers six degrees. Peter earned a joint Doctor of Ministry Degree from Bakke Graduate University and Asia Graduate Theological Seminary. He served on the Academic Affairs Committee of the University and was the faculty member overseeing the China program. Peter also served as adjunct faculty for The King’s College and Seminary and established a graduate level seminary program for the Chinese Christian leadership.
Peter and Gabriella have served as the Senior Pastors of Bellevue Foursquare Church since 1996. He is an ordained minister of the International Church of the Foursquare Gospel and has served on the Seattle District Council as well as being the Licensing Coordinator for the Seattle District. The van Bredas have three children, six grandsons and one granddaughter who all serve the Lord and attend the church in Bellevue.

Cindy Hutter
BOARD Chair, TNIU professor, master mark owner (retired).
Cindy Hutter is a graduate of Whitman College with a BA in French and Art History. Her advanced degree is from City University and is a Master of Business Administration. Professor Hutter has held numerous leadership roles throughout her career including Young Life staff, owner and manager of a manufacturing company, and small group facilitation. She considers learning and education to be a lifelong pursuit which enables each individual to grow and explore at every age.

Scott O'Briant
Board Secretary & Treasurer, IRS Special Agent in Charge (Retired)
Mr. O’Briant attended California State University, Sacramento, where his primary course of study was business administration and accounting. He began his lengthy career in the Federal government in 1977, where he held various positions within IRS, Criminal Investigation, including a Special Agent, Senior Analyst-Office of Special Investigative Techniques, Assistant Special Agent in Charge-Boston Field Office, Special Agent in Charge-Oakland Field Office, before ending his government service as Special Agent in Charge-Special Inspector General for the Troubled Asset Relief Program (SIGTARP)-San Francisco Office.
Throughout his career, Mr. O’Briant held positions of increasing responsibility where he provided guidance and oversight for the operation of two significant Treasury agencies. He led the criminal tax enforcement efforts of the IRS, Criminal Investigation, Oakland Field Office, identified and investigated criminal violations of the U.S Tax Code and related financial crimes, including money laundering and Bank Secrecy Act violations. He oversaw the operation of the Oakland Field Office, covering 49 Northern California counties and provided management oversight to over 130 employees in support, para-professional and professional positions. He oversaw the daily operations, which included management of field office personnel, investigative resources, and budget to complete the agency mission. While at SIGTARP he oversaw investigative efforts focusing on waste, fraud and abuse of bailout funds associated with the 2008 financial crisis. In both positions, Mr. O’Briant worked closely with United States Attorney’s Offices, his law enforcement counterparts, as well as several regulatory agencies.
Mr. O’Briant has been a member of the World Impact Network Board since November 2021.

Paula Gilley
CFO and Director of Operations (Retired)
Paula Gilley earned her BA from Buena Vista University in Iowa. She taught at an inner-city high school and then homeschooled her four children. Eventually, she joined her husband full-time in operating their training company. After retiring from business ownership, she began serving on the Board of TNIU. She believes in education and the mission of TNIU. Paula splits her time between the Pacific Northwest and the Southwestern United States and enjoys traveling with her husband, Dan.

Dr. David Koop
Founder and Senior Pastor Coastal Church, Canada.
Dr. David Koop is the Lead Pastor of Coastal Church in Vancouver, British Columbia. He earned a Doctor of Ministry degree from Bakke Graduate University in 2010. Committed to equipping leaders to reach the cities of the world, he has guided Coastal Church into a culturally diverse, Spirit-filled community that meets in a number of campuses. He also serves on several boards, contributing his experience in church leadership, community development, and urban ministry. Dave lives in Vancouver with his wife, Cheryl, and is grateful for the joy of being a father to four children and a grandfather to six.

Ron Radtke
Business Owner (Retired)
Ron Radtke graduated from Lake Washington High School and attended Shoreline Community College. Subsequently, he transferred to Mechanical Engineering. He was drafted into the military in 1967 and served six years in the Washington Army National Guard. He was honorably discharged with Non-Commissioned Officer status of Sargent E-5. Then he became a small business owner for the following 39 years, until his retirement. He has been married to his wife Miriam for 38 years, and they have three daughters and seven grandchildren. Ron attends Bellevue Church.

Dan Belles
Business Owner (Retired)
Dan Belles has earned a Bachelor of Business Marketing from City University in Bellevue, WA. Dan is one of the original board members from the inception of WIN/TNIU. Dan has a varied career background from large corporation management positions to sole proprietor owner/operator of a small business. Dan considers it a privilege to be supporting the vision and direction of TNIU to provide bachelor’s to doctoral-level degrees for pastors and leaders around the world.

Nita Belles
“In Our Backyard” Founder & Director (Retired)
Nita Belles, MTh is the Founder and President of IN OUR BACKYARD, a national anti-trafficking nonprofit. Her book, In Our Backyard, Human Trafficking in America and What We Can Do To Stop It, is a best-seller and known as the primer book on human trafficking in the U.S.
Nita has been a leader in anti-trafficking work surrounding Super Bowls since 2010. She founded Freedom Stickers which are in all 50 States, and Convenience Stores Against Trafficking, which partners with over 20,000 convenience stores nationwide. Nita collaborates with top law enforcement, government officials, legislators, the medical community, social service providers, faith communities, and survivors as the key to creating comprehensive, lasting change. Her work has been featured on CNN, Fox Files, Focus on the Family, USA Today, BBC and others.
Nita is known for her compassionate heart, as a friend to survivors, a team player and for finding solutions when there is seemingly no solution. She believes laughter is a necessary component in this work yet is driven to compassionately annihilate human trafficking and change the culture which allows this atrocity to flourish. Nita is a force in the movement who specializes in linking arms with other organizations in a collaborative effort to find lasting solutions.

David van Breda
Business Owner
David has been a board member of World Impact Network for the past 5 years. David van Breda is President of 12 2 Logistics and NE Logistics and has, for many years, been involved with buying and selling FedEx routes. He is also a Legato Equity Partner at Park Place Ltd and Duck Duck Car Wash. David has an entrepreneurial spirit and keen insight into business development and strategies. Mostly though, he is the husband of Alyssa and a committed father to Nixon, Ellie, and Jaxon.

Laura Davenport-Sliva
Self-employed
Laura Davenport-Sliva is a California native raised in a Christian family deeply committed to local and international missions and charitable outreach. On both sides of her family, service has been a defining legacy. Her father, Louis Davenport, was recognized in 2024 for more than 50 years of mission work, during which he personally donated over 10 million pounds of beans and rice to Christian missions and Bible colleges along the Texas–Mexico border. Her grandfather, Robert Jackson, was also actively involved in international humanitarian efforts and notably donated a yacht to Youth With A Mission’s fleet of humanitarian vessels. Laura’s aunt further extended this legacy by building a birthing center in Mali to serve women and children in need.
Following in her family’s footsteps, Laura has dedicated much of her life to Christian outreach. She has traveled with World Impact Networks (WIN) mission work for over 25 years, participating in numerous trips to countries throughout Africa, where she focused on teaching women practical skills to promote self-sufficiency and empowerment.
Laura holds a Bachelor of Arts degree in Apparel Design from Western Washington University. She has enjoyed a successful career in retail management and as the owner of her own design company. In addition to her professional work, she has served on the WIN/TNIU Board for more than 20 years and has played a significant role in managing fundraising campaigns for multiple Christian missions throughout the Pacific Northwest.
Laura was married 21 years ago to Buddy Sliva during a World Impact Networks mission trip to Uganda, where they were wed on the banks of the Nile River by Gabriella and Peter Van Breda. Together, they have three grown children: Ariel, Makenzie, and Connor.

Dieter Struzyna
Attorney-at-Law
Dieter Struzyna was born in Germany and emigrated to the US with his family when he was 5 years old. He was raised in Westfield, New Jersey and graduated from Duke University and Villanova Law School. He was a resident of the Pacific Northwest from 1980 until 2025, where he practiced law specializing in real estate and business transactions. In 2025, Dieter retired from active law practice and now lives in Lisbon, Portugal, with his wife Debra. Dieter and Debra have 4 adult children, three of whom are married, and five grandchildren. Dieter enjoys traveling and engaging in competitive masters rowing.

Young Cho
Global Director of the Billion Soul Harvest (BSH)
Young Cho is a global mission mobilizer, movement strategist, and catalytic leader serving as the Global Director of the Billion Soul Harvest (BSH) movement and the Global Harvest Summit (GHS). Dedicated to advancing the fulfillment of the Great Commission, he works with leaders and networks across Asia, the Middle East, Africa, Europe, and the Americas to strengthen collaboration, accelerate evangelism, and engage the next generation in world missions.
Young’s academic journey reflects his commitment to understanding both the human heart and the heart of God. He earned his B.A. in Psychology from UCLA, followed by a Master of Divinity from Talbot School of Theology (Biola University), and an additional Master of Divinity from the International Reformed Graduate School of Theology, grounding his ministry in strong biblical, theological, and pastoral foundations.
In addition to his ministry and leadership work, Young has translated numerous books and articles into Korean and has authored three books in Korean, contributing to the spiritual formation and missional understanding of churches, leaders, and believers across generations.
Young’s passion is to see every believer, church, and nation awakened to God’s heart for the lost, and to help usher in a global wave of prayer, revival, and evangelism leading to 2033 and beyond. He resides in Korea but serves internationally across multiple continents, investing in leaders, churches, and movements that share God’s dream to see the gospel preached to every people and nation.
